Dane Seiler, PE
Dane Seiler first joined the CJW engineering team in December 2005 as an Engineer Intern. He has since become an integral part of the CJW team. Dane has experience in the area of transportation, traffic engineering, intelligent transportation systems, and project management. Project work Dane has completed includes geometric analysis, operational capacity analyses of signalized intersections, traffic studies, simulation modeling, pavement marking, signing, traffic control, and traffic signal design. While working for CJW, Dane has completed numerous Traffic Impact assessments. His computer experience includes Vissim, Synchro, Sidra, SimTrafﬁc, Highway Capacity Software (HCS), and AutoCAD.
Dane is also a part of the Missouri State University Cooperative Engineering Program – Instructor for Introduction to Transportation Engineering Lab.

C. Jay Wynn, PE, PTOE, LSIT
CEO and Owner
Jay Wynn is the CEO and owner of CJW Transportation Consultants. He has over 30+ years of experience in civil engineering and land transportation planning and design. Jay opened CJW Transportation consultants in 2005 in an effort to fulfill a transportation engineering niche that he felt was lacking in the southwest Missouri region. Serving the area as a transportation consultant proved very successful and quickly allowed the company to expand into a full service civil engineering firm offering a complete spectrum of civil engineering solutions. Jay currently manages a staff of 20 and takes an active role in all his company’s projects. He believes in a “hands on” approach and is involved as the principal engineer on all projects. Jay’s typical responsibilities include serving as the client liaison, developing the scope of work, cost estimating, coordinating work with other entities both public and private, negotiating with state and local agencies, reviewing final plans and specifications, and construction management. Jay is also responsible for assisting his clients in the procurement of private and public funding sources such as Capital Improvement Programs, LPA processes, Grant acquisition such as Transportation Enhancement funding requirements, and NEPA.
Joe Rickman, PE, ACTAR
Transportation Resource Engineer
Joe Rickman, PE, ACTAR, recently joined CJW following his retirement from the Missouri Department of Transportation. While with MoDOT, Joe was responsible for all signing, striping, signals, ITS devices, safety studies, access issues, permits, project reviews, development reviews, and any other traffic related issues arising in a 21 county region which covers more than 975,000 residents and encompasses both very rural and large city issues. For the last 11 years, Joe has also served as the Chairperson for the SW Region of the Missouri Coalition for Roadway Safety where he has been responsible for coordinating more than 100 agencies efforts in highway safety and administered grant funding for more than 40 projects each year.
Jon joined CJW as a Stormwater Engineer. Jon has worked 41 years, 35 years in the civil engineering field. He has over 25 years experience in the private sector as a design consultant. His primary expertise has been within the land development trade, focusing on street, site grading and infrastructure improvements, with emphasis on stormwater conveyance, retention, water quality and detention. He has worked in a number of States in New England, California, Missouri, Mississippi, and also overseas in South Korea. Prior to joining CJW Jon spent the last 9.5 years as the Assistant Stormwater Engineer for Greene County, Missouri. In addition to review of all land development projects and zoning cases within the County, he also coordinated with the Highway Department staff performing watershed analysis for new culverts and some bridge structures, as well as design and field implementation of numerous County initiated projects.
King Coltrin, PE
King has 25 years of professional engineering experience. King brings decades of experience in helping municipalities navigate through community projects. King’s thorough knowledge of local public policies and regulations allow him to complete projects on a vast scale. King is also a dedicated community member. He serves as Chair of the Springfield Chambers Transportation Committee, serves on City of Springfield Planning & Zoning, represents local communities on the Ozarks Transportation Organization Technical Committee, is an active member of Springfield Contractors Association & Rotary, and serves on the Ozarks Greenway Technical Committee.
Since joining the CJW team, King has brought a wealth of knowledge of private developments to the group. He is also extremely familiar with municipal processes and practices. CJW is thrilled to have added such a wonderful asset on our team so we can better serve our clients.
Jonathan Staats, PE
Jonathan has experience in the area of transportation, traffic engineering, GIS, and transportation modeling. Project work Jonathan has completed includes performing transportation studies; design of roadway elements including lighting, pavement marking and signing, temporary traffic control and geometrics; and preparation of bid documents. His computer experience includes the use of Synchro, VISSIM, SimTraffic, Highway Capacity Software (HCS), ArcMAP, MicroStation, and AutoCAD. While working for CJW Transportation Consultants Jonathan has been instrumental in the completion of multiple transportation related projects. These projects include travel time evaluation, signal design, geometric design, GIS development, grant application assistance and traffic impact analysis. As an engineer, Jonathan has been influential in the execution of innovative traffic impact analysis procedures for several agencies throughout Missouri.
Chris Wynn, EI
Chris received a bachelor’s degree from the University of Missouri in Environmental Science in 2013 and a Civil Engineering degree from Missouri S&T in 2017. Prior to coming to CJW, Chris worked for Terracon Consulting Engineers as a Construction Materials Testing Specialist and as an Environmental Scientist. Chris is ACI and Asbestos certified. He has also gained experience working on civil site design, most recently for Dollar Tree Stores throughout the Midwest. In addition, Chris has experience in transportation design, traffic impact assessments, construction inspection, environmental inspection, and materials testing both on site and laboratory.
Justin Orf, EI
Justin joined the CJW team as an intern in 2018, while attending school at Missouri State’s cooperative engineering program with Missouri S&T. Justin graduated with his bachelor's degree in civil engineering in May of 2019. Justin’s experience includes working with transportation systems analysis, micro simulation traffic modeling, master planning, utility coordination, signal timing, and the development of soil & erosion control plans.
Anthony Swanigan, EI
Anthony received a bachelor’s degree in civil engineering from Missouri S&T in December 2018. Since joining CJW, Anthony has worked on transportation systems analysis, SWPPP document development, civil & site development plans, including site layout, grading, utility extensions, storm drainage, and soil & erosion control plans.
